Zimbabwe has finalized a $455 million, 15-year partnership with India's Jindal Africa to rehabilitate the 920 MW Hwange coal-fired power plant. This urgent move addresses a severe energy crisis caused by the collapse of hydroelectric production at the Kariba Dam due to drought. The public-private partnership transfers financial risk to Jindal, which will recoup its investment through electricity sales over 15 years. While providing an immediate solution to stabilize the grid and support the vital mining sector, the increased reliance on coal conflicts with the country's climate ambitions and complicates engagement with multilateral funders....
