Abu Dhabi National Oil Company (ADNOC) has outlined a new wave of tenders planned for 2027, covering an offshore sour gas field, a gas export pipeline and enhanced oil recovery projects, as part of a broader push to raise its oil production capacity to 5 million barrels per day by 2027, up from 4.85 million barrels per day.

Adel Al Yafei, ADNOC's executive vice president for commercial operations and execution, outlined the plans at the "Make it with ADNOC" supplier forum in Abu Dhabi on October 25, ahead of the ADIPEC energy conference. He said the company intends to tender development of an offshore sour gas field, a gas export pipeline, and enhanced oil recovery projects that alternate carbon dioxide and water injection. On the downstream side, the 2027 tender slate also includes refinery residue upgrading units and additional export berths for natural gas liquids and sulfur.

For 2028, ADNOC is planning tenders covering onshore and offshore oil fields, an integrated onshore gas project, gas storage facilities, and digital transformation and infrastructure upgrades, though the company has not disclosed project values for that year.

ADNOC said it expects to award roughly $55 billion worth of projects between 2026 and 2028. So far this year, the company has awarded contracts for ten major engineering, procurement and construction (EPC) projects, alongside more than 8,000 requisitions, contracts and purchase requests involving more than 1,500 suppliers, according to the company.

Al Yafei said ADNOC has cut its tender-cycle time by 40 percent without shortening the preparation period given to bidders, and that the number of EPC contracting principles the company applies has doubled, from ten to twenty.

"The demand is real, and the timeline is set," Al Yafei said.

Starting November 1, ADNOC will change how it scores commercial bids: 70 percent of the evaluation will be based on commercial terms and 30 percent on in-country value, the company said. The in-country value component is intended to direct more of ADNOC's spending toward domestic suppliers and manufacturers, a shift that contractors bidding for the company's work will need to account for in future submissions.

ADNOC also said it is offering more than 60 billion UAE dirhams, or about $16.3 billion, in local manufacturing opportunities through 2030, spanning more than 200 essential products and spare parts used across its operations.

"ADNOC will expand and grow in all of its assets," Al Yafei said.

The plans were presented as ADNOC continues to expand its project pipeline across its oil, gas and downstream businesses, with the company framing both the 2027–2028 tender slate and the revised bid-scoring formula as steps toward faster contracting and greater domestic industrial participation.
