The UAE has demonstrated climate leadership through COP28 and its new federal climate law, but must now bridge the ambition gap between pledges and the 1.5°C pathway. Implementing decrees should legally bind its 47% emissions target and link monitoring to enforcement with penalties. The UAE should shift from being "the last fossil fuel producer standing" to leading the transition away from extraction. This would cement its credibility while addressing severe regional climate impacts despite low historical emissions....
