US-Libya officials meet to discuss energy cooperation

The Libyan delegation was headed by Oil and Gas Minister Khalifa Abdul Sadiq and included Mustafa Al-Manaa, Board Member of the Libyan Investment Authority and Head of the Executive Team for Presidential Initiatives and Strategic Projects; Deputy Minister of Economy Suhail Bushayha; Oil Minister’s Advisor Jamal Houissa; and Mohamed Zayd from the Oil Minister’s Office.

The American side was represented by Laura Lochman, Acting Assistant Secretary of State for Energy Resources; Matthew Pottin, Libya Desk Officer; and Chrissy Beshai, Senior Energy Advisor for the Middle East.

According to the Libyan government’s media office, discussions centred on encouraging American companies to resume investment in Libya’s oil sector and contribute to infrastructure development.

The talks also addressed potential collaboration on renewable energy projects, particularly green hydrogen initiatives, and plans to modernise Libya’s refining capabilities to enhance national revenue.

Both parties reviewed preparations for two upcoming events: the Gas Forum planned for November 2025 and the Libya Energy and Economy Summit scheduled for January 2026. These events aim to attract international investment and establish new partnerships in Libya’s energy sector.

The meeting is part of ongoing diplomatic efforts to strengthen economic ties between Libya and the United States following years of limited engagement in the energy field.​​​​​​​​​​​​​​​​
