Libya’s NOC Signs Strategic Cooperation Agreement with Hill International for Offshore Gas Projects

Libya’s National Oil Corporation (NOC) signed a key cooperation agreement between Mellitah Oil and Gas Company and U.S.-based consultancy Hill International to manage the offshore “A & E” gas installations, marking a new phase in Libya’s energy development strategy.
The agreement was signed during a high-level meeting in Tripoli between NOC Chairman Eng. Masoud Suleman and Mr. Massad Fares Boulos, Senior Advisor for Africa to U.S. President Donald Trump, who began his first official visit to Libya on Wednesday.
According to NOC, the agreement forms part of broader efforts to stabilise and grow Libya’s oil and gas sector, particularly by advancing offshore gas infrastructure critical to meeting both domestic demand and export commitments to Europe.
The meeting also included a strategic review of Libya’s oil and gas sector, with NOC reaffirming its goal to increase crude oil production to 2 million barrels per day by 2030.
Discussions extended to the country’s petrochemical industries and the vital role of NOC in ensuring national economic stability.
Hill International, a leading U.S. construction consultancy, will oversee project management for the A & E offshore installations under Mellitah Oil and Gas — a joint venture between NOC and Italian energy major Eni.
The agreement signals renewed momentum in Libya–U.S. energy collaboration and reflects growing investor interest in rebuilding and expanding Libya’s hydrocarbon infrastructure.
