Jordan Cabinet Approves Gas Law and Key Regulations of this Year to Boost Clean Energy and Tourism

By: Travel and tour World

In a historic effort to transform its energy and tourism industries, the Jordanian Cabinet, led by Prime Minister Jafar Hassan, endorsed the 2025 Gas Law, a major step toward the nation’s shift to clean energy. The bill, which will be referred to the Lower House for discussions, is intended to bring Jordan’s energy sector in line with global standards and international practices in the use of clean energy.

The 2025 Gas Law provides an extensive framework for regulating gas and hydrogen markets, including gas importation, transportation, distribution, storage, and sale of gas products. The law addresses several types of gas, including natural gas, biogas, biomethane, and hydrogen, in order to be flexible enough in supporting the transition towards cleaner energy on a global scale. The law is predicted to encourage investment through offering transparent regulatory processes and facilitating the establishment of required infrastructure projects.

Key Features of the 2025 Gas Law: Driving Investment and Clean Energy

The new legislation not only aims to improve the regulatory environment but also emphasizes the sustainability of energy projects. It outlines transparent mechanisms for calculating service fees and grants licensed entities the ability to enter investment and sales agreements in a competitive and fair environment. Moreover, the law mandates compliance with international operating standards, particularly ensuring that green hydrogen meets recognized origin certification standards.

This move comes as part of Jordan’s broader ambition to position itself as a regional leader in clean energy infrastructure, paving the way for future investments in hydrogen production and renewable energy projects.

A Step Forward in Clean Energy: Independent Power Transmission and Energy Storage

Alongside the 2025 Gas Law, the Cabinet also approved a new regulation focused on the establishment of an independent power transmission system, self-generation stations, and energy storage facilities. This regulation plays a critical role in Jordan’s push for renewable energy and green hydrogen production, enhancing the country’s ability to operate with a secure and self-sustaining electrical grid.

The new framework encourages investment in clean energy by providing a transparent licensing process, offering direct investment agreements, and setting clear economic return models and operational standards. By making these regulatory changes, Jordan is positioning itself as a regional leader in energy innovation.

Tourism Development and Support: New Regulations for Industry Growth

In a complementary move to its energy reforms, the Cabinet also approved a new package of regulations aimed at boosting the tourism sector. This includes the creation of a Tourism Development and Support Fund, designed to finance tourism projects, support local communities, and help the sector navigate crises, which have been common in recent years.

The package also includes reforms to the Jordan Hotels Association and Jordan Restaurants Association, aligning their governance with new classification systems. These changes will enable the associations to play a stronger role in developing the industry and ensure transparency in fee collection.

Improving Smart Transport with New Regulations for Ride-Sharing Apps

The Cabinet approved proposed amendments to the regulations governing passenger transport through smart applications. These changes aim to improve service quality and enhance market competition. The revisions allow new companies to enter the market, set performance standards, and require the use of integrated smart platforms with GPS tracking and electronic payment systems.

A key feature of the updated regulation is the reduction of the maximum age of vehicles used for these services from seven years to five years, ensuring higher-quality transport options for passengers. Additionally, new requirements for comprehensive insurance and standard contracts will help define the rights and obligations of all parties involved.

Adoption of Official Administrative Maps for Improved National Planning

To enhance national planning and improve geographic data consistency, the Cabinet endorsed the adoption of official administrative maps prepared by the Ministry of Interior. These maps will serve as the standard reference for all public institutions in Jordan, including ministries, universities, municipalities, and government bodies, ensuring better coordination across sectors.

This effort will facilitate improved governance and policy-making by providing an accurate representation of governorate, district, and sub-district boundaries.

The Road Ahead: Ensuring Sustainable Growth and Stability

The latest set of regulations and reforms approved by the Cabinet signals a clear commitment to sustainable development and economic diversification in Jordan. Whether in the energy sector, tourism, or public transport, these initiatives are designed to create a stable, efficient environment that attracts investment and improves economic resilience.

As Jordan continues to implement these reforms, the focus remains on balancing innovation and sustainability. This proactive approach will be critical in ensuring that the country remains competitive in the regional and global markets, offering opportunities for growth while preserving its cultural and environmental integrity.

A Step Toward Modernizing Jordan’s Economy

The 2025 Gas Law, the creation of new tourist regulations, and innovation in smart transport and spatial planning show that Jordan is dedicated to upgrading its economy. These actions are an expression of the country’s vision to create a sustainable, diversified future on the basis of clean energy, tourism, and innovation. With the reforms, Jordan is becoming a regional champion of economic growth and sustainability, ensuring prosperity and global interaction in the future
