Congo Launches Six-Month Plan to Accelerate Oil & Gas Growth

Minister of Hydrocarbons of the Republic of Congo, Bruno Jean Richard Itoua, has unveiled a six-month strategy detailing 15 priority actions to accelerate the development of the country’s oil and gas sector. The plan aims to address operational challenges identified during the first half of 2025 and support the national objective of increasing hydrocarbon production to 500,000 barrels per day by 2027.
Key priorities include creating an investor-friendly environment to attract new exploration and production activity. “To achieve this, we must negotiate the best conditions for attractiveness, investment incentives and increased production,” stated Minister Itoua.
In the downstream segment, the government will implement a large-scale fuel importation program – dubbed Coup de Poing – to mitigate fuel shortages and stabilize domestic supply. The initiative aims to ensure three months of fuel autonomy.
As part of this plan, three new fuel reserves will be established in Brazzaville, including two with 15-day storage capacity and one with a one-month capacity. Additional measures include launching construction of a second national refinery and developing a pipeline between Pointe-Noire and Brazzaville to enhance fuel distribution infrastructure.
