NOCMA seeks 440,000t fuel supply bids, $3.5m bond, Nov 2 deadline

Malawi's National Oil Company (NOCMA) has invited bids to supply 440,000 metric tonnes of gasoline and gasoil over a 12-month period, according to a public tender notice issued on October 9, 2026.
The notice sets out deliveries through three ports: Beira and Nacala in Mozambique, and Dar es Salaam in Tanzania. NOCMA said bidders may offer any combination of the three ports and the two fuel products covered by the tender, gasoline and gasoil.
Delivery terms differ by port. Deliveries at Beira and Nacala are to be made on FCA (ex-tank) terms, the notice said, while deliveries at Dar es Salaam are to be made on DPU or DAP terms, with DAP shipments directed specifically to Malawi Cargo Logistics.
Companies interested in bidding must first submit a written application to NOCMA to obtain the tender documents. The documents, issued in English, cost a non-refundable $3,000, payable after that written application is lodged. NOCMA said it would send the documents by email once payment of that fee is confirmed.
Each bid submitted must be accompanied by a bid bond of $3.5 million, according to the notice. Bids are to be placed in a sealed envelope marked with the procurement reference number and delivered to NOCMA ahead of the deadline.
The deadline for submissions is 2:30 p.m. CAT on November 2, 2026. NOCMA said any bid arriving after that time will be rejected.
Bids will be opened at NOCMA's offices following the deadline, the notice said. Representatives of bidding companies are permitted to attend the opening of the bids.
Among the conditions attached to the tender is a requirement that successful suppliers extend a 180-day credit period to NOCMA. The notice said that credit period must remain fixed for the duration of the contract, regardless of any fluctuations in global fuel prices during that time.
NOCMA also reserved broad discretion over the outcome of the process. The notice said the company may accept or reject any individual bid, cancel the procurement process at any stage, or reject all bids submitted, without being required to give reasons or incurring any liability for taking any of those actions.
The tender covers a combined 440,000 tonnes of gasoline and gasoil to be delivered over the coming year through the two Mozambican ports and the Tanzanian port named in the notice, with bidders free to propose supply through one, two or all three of those routes.
