Saudi Arabia signs 24.4GW of PPAs in 2025

Saudi Arabia signed 15 power purchase agreements (PPAs) in 2025, contracting a combined generation capacity of 24.389 gigawatts (GW), according to data published by Saudi Power Procurement Company (SPPC).

According to the news report by Zawya, the PPAs span a broad portfolio of gas-fired and renewable energy projects across the Kingdom, with individual project capacities ranging from 400 megawatts (MW) to more than 3,000MW. The agreements reflect Saudi Arabia’s continued push to expand and diversify its power generation mix in line with long-term energy transition and security objectives.

The largest projects by capacity include the 3,010MW Hajar combined-cycle gas turbine (CCGT) power plant, alongside the 3,000MW Humaij and 3,000MW Bisha solar photovoltaic (PV) projects. These developments form the backbone of the Kingdom’s most recent procurement wave.

Other large-scale projects signed during the year include the 2,000MW Starah wind power project, the 2,000MW Khulis solar PV project, and the Afif 1 and Afif 2 solar PV projects, each with a capacity of 2,000MW.

Mid-sized PPAs were also concluded for the 1,500MW Dawadmi wind power project, the 1,400MW Najran solar PV project, the 1,179MW Rabigh 1 CCGT plant, and the 1,000MW Shaqra wind power project.

Smaller projects contracted in 2025 include the 700MW Yanbu wind power project, the 600MW Samtah and Ad Darb solar PV projects, and the 400MW Sufun solar PV project.

SPPC said the Dawadmi wind project achieved a levelised tariff of $0.0133 per kilowatt-hour, which it described as a global benchmark for wind power generation costs.

According to the Ministry of Energy, Saudi Arabia had tendered a cumulative 64GW of renewable energy capacity by the end of 2025. The Kingdom is targeting renewables to account for 50% of the electricity generation mix by 2030, as it accelerates investment in large-scale clean energy infrastructure.
