5 Projects Powering Libya’s Natural Gas Sector

Libya is advancing a series of strategic gas infrastructure projects aimed at boosting domestic supply, curbing emissions and increasing exports to Europe. These developments span offshore fields, refineries and gas-to-power systems, reinforcing the country’s role in regional energy supply and export.
Aligning national priorities with international partnerships, the upcoming Libya Energy & Economic Summit (LEES) 2026 – taking place in Tripoli from January 24-26 – will serve as a key venue to showcase the country’s expanding gas infrastructure and attract further investment into its energy sector.
The Sabratha Compression Project
The Sabratha Compression Project is an offshore gas development in Libya aimed at boosting production from the Bahr Essalam field. The project is led by Mellitah Oil & Gas, with construction being overseen by mechanical engineering firm Antonini Group. The project will involve the installation of a new compression unit on the Sabratha platform, which is situated roughly 120km offshore. The compressor will raise the gas pressure, improving the efficiency of gas transport to processing facilities and supporting exports. The project is scheduled for completion by the end of the year.
Structures A&E Gas Development Project
Slated as Libya’s first major offshore gas development in over two decades, the $8 billion Structures A&E project is a flagship initiative to boost both domestic supply and exports to Europe. Operated by Mellitah Oil & Gas – a 50/50 JV between energy major Eni and Libya’s National Oil Corporation (NOC) – the project involves developing two offshore gas fields in Contract Area D.
Structure A lies 80km off the coast in waters up to 105m, while Structure E sits 130km offshore in depths reaching 235m. The development will comprise two fixed platforms and 31 wells, delivering up to 750 million standard cubic feet of gas per day starting in 2026. Gas will be treated at the Mellitah Complex, which will be expanded and equipped with a carbon capture and storage facility. Italian contractor Saipem has pre-qualified for key engineering, procurement, construction and commissioning (EPCC) works, signaling rapid progress across the supply chain.
Bouri Gas Utilization Project
The Bouri Gas Utilization Project is a $1 billion offshore development in Libya’s Bouri field, led by Mellitah Oil & Gas. As part of its EPCC contract that was awarded in August 2023, Saipem will deliver a 5,000-ton gas recovery module onto the existing DP4 platform and lay 28km of pipelines connecting the DP3, DP4 and Sabratha platforms. ABL Group and SPS Engineering have been tapped to oversee the marine transport and installation and pipeline design, respectively, for the project, which is set to come online in 2026.
Ubari South Refinery
The South Refinery is a proposed refinery project near Ubari in southern Libya. Led by NOC subsidiary Zallaf Libya Oil and Gas Exploration and Production Company, the refinery is designed to produce key fuels including LPG, propane, butane, gasoline, diesel and kerosene.
Situated in proximity to the Al-Sharara oil field and Ubari power plant, the project aims to boost fuel self-sufficiency and drive economic development in the region. Engineering and construction work is being supported by petroleum industry company Honeywell UOP. Meanwhile, electricity provider GECOL is exploring local power solutions for the site, including connection to the Ubari gas pipeline.
Associated Gas Utilization
In May 2025, domestic oil company the Arabian Gulf Oil Company (AGOCO) announced plans to use associated gas from the Messla and Sarir oil fields to generate electricity. The aim of the project is to reduce harmful emissions and make better use of gas that would otherwise be wasted. The project would supply power to AGOCO’s own facilities and the Great Man-Made River Project, improving both energy efficiency and environmental performance.
