Mozambique's national hydrocarbons company and Brazil's state-run energy producer Petrobras have agreed to a memorandum of understanding on future oil and gas cooperation, the companies confirmed this week, as the southern African nation works to broaden its circle of upstream investors.

Empresa Nacional de Hidrocarbonetos, known as ENH, and Petrobras finalized the agreement on September 22 on the sidelines of ROG.e 2026, an event organizers count among the largest anywhere dedicated to the energy sector, held in Rio de Janeiro from September 21 to September 24. Mozambique sent a high-level government delegation led by President Daniel Chapo, who delivered opening remarks and served as the event's guest of honor, reflecting Maputo's priority on the outreach effort.

Under the memorandum, the two companies will carry out joint studies spanning hydrocarbon exploration, evaluation, development, production and marketing, along with an exchange of technical knowledge, skills and expertise between the two firms. Neither side disclosed a timeline for moving from study work to concrete investment, and no specific blocks, licenses or assets were identified as targets of the partnership.

ENH's board chairman, Rudêncio Morais, and its executive director, Alegria Cossa, signed the document on behalf of the Mozambican company. Petrobras was represented by Sylvia Anjos, its director of exploration and production, and Jonilton Pessoa, the company's executive manager of exploration. Estevão Pale, Mozambique's minister of mineral resources and energy, witnessed the signing, a presence read as underscoring the institutional weight the government is attaching to the initiative beyond the two companies' corporate interests.

Officials in Maputo described the agreement as part of a broader push to establish ENH as a preferred partner for large international producers developing the country's energy resources, and as a way of deepening the country's ties with established operators in the global energy industry.

Because the memorandum names no specific assets and commits neither company to funding beyond joint study work, its practical weight will depend on what follows: whether the studies advance to firm proposals, or whether the signing proves largely a diplomatic gesture tied to Chapo's appearance at the Rio conference.
