Senegal to Build €80 million Free Zone Project in Ngogom

The project, titled Pôle Aéré de Stockage Spécialisé et des Entreprises (PASSE), aims to establish a dry port and logistics hub over an area of more than 100 hectares near the Ila Touba highway exit.
PASSE will operate as a customs-authorized free zone and is designed to address Senegal’s growing logistical constraints, particularly congestion at the Port of Dakar. The initiative also targets the reactivation of commercial flows with Mali.
The project is backed by more than €80 million in investment, including partnerships with Italian operators. Authorities at both municipal and departmental levels are coordinating to facilitate land acquisition and ensure the project’s implementation proceeds smoothly.
The initiative aligns with the Senegal 2050 strategy, specifically in promoting regional logistics hubs. It is expected to generate 1,500 direct jobs and support socio-economic development in the region. Compensation measures will be arranged for farmers affected by the construction and impacted families will be prioritized in recruitment.
