Libyan Foreign Bank Chairman to Speak at USAEF 2025, Highlight Libya’s Energy Investment Drive

By: Energy capital & power

The U.S.-Africa Energy Forum (USAEF) 2025 is pleased to announce the participation of Mohammed Addarrat, Chairman of the Libyan Foreign Bank, who will speak on Libya’s financial strategy for facilitating cross-border energy investment and restoring confidence among U.S. partners.

As Libya works to stabilize its economy and reassert its position as a leading North African oil and gas producer, institutions like the Libyan Foreign Bank are playing a critical role in mobilizing capital, facilitating trade and creating new channels for foreign investment. Last week, the Libyan Foreign Bank joined a high-level meeting with representatives from the Central Bank of Libya and National Oil Corporation (NOC) to explore ways to support the NOC’s efforts to boost daily oil production – aimed at generating an estimated $6 billion in additional annual revenue. The initiative is expected to help strengthen foreign exchange reserves, stabilize the value of the Libyan dinar and contribute to broader macroeconomic balance.

With Libya targeting increased oil production and renewed upstream investment, opportunities for U.S. firms in fields such as oilfield services, enhanced recovery technologies, water management and marginal and brownfield drilling are expected to expand. Libya’s geographic proximity to Europe, coupled with its untapped hydrocarbon reserves and strategic infrastructure, position the country as a critical energy partner in the region. Addarrat’s insights will highlight how the financial sector is enabling these opportunities, while promoting transparency, currency stability and stronger ties with international institutions.

USAEF 2025 aims to strengthen commercial and energy cooperation between the U.S. and African countries, with Libya emerging as a key focus as it opens its doors to new partnerships. The event will convene top-level policymakers, financiers and private sector leaders from both regions to chart a path toward shared energy security and economic growth. The participation of the Libyan Foreign Bank underscores the country’s readiness to engage with global investors and the strategic role of banking in facilitating that engagement.
