AGL Speaks on Congolese Strategic Energy, Logistics Plans

Energy Capital Power spoke with Mohamed Diop, Deputy Managing Director for Africa, Africa Global Logistics (AGL), about the company’s operations across the energy logistics sector in the Republic of Congo, during the Congo Energy Investment Forum in March.

AGL secured $250 million to expand the Pointe-Noire terminal. What are the main improvements planned, and how will they strengthen the energy sector?

The financing was secured from local banks through a banking round led by Crédit du Congo and Attijariwafa Bank as arrangers. It will enable the construction of a new 750-meter-long quay with a 28-hectare surface area and a depth of 17 m, over a three-year period. The new platform will be operational by 2027 and will strengthen the connectivity and operational capacity of the Port of Pointe-Noire, boosting economic activity in the sub-region. The port will accommodate the largest container ships on the market, reducing import and export turnaround times.

What other initiatives or investments is AGL prioritizing to strengthen Congo’s energy logistics infrastructure?

We invest around €600 million in the development of our infrastructure and IT systems, including in staff training and the acquisition of advanced equipment that meets environmental standards and clients’ evolving needs. We have a network spanning nearly 47 countries in Africa, and in Congo, we work with all the major oil companies and stakeholders across the energy value chain to help them address challenges associated with population growth, rising living standards, the energy transition and to develop intra-African trade and industrialization. These commitments have earned us several certifications and industry recognitions, including awards for Best Transport Compliance Performance in 2024 and Best Logistics Contractor in 2023.

What are the main operational milestones AGL aims to achieve in Congo in the short to medium term?

We aim to maintain our position as the leading integrated logistics operator by supporting strategic energy sector projects at every stage; exploration, production, export and beyond. We will continue to facilitate the implementation of the most complex energy projects in the country, particularly those related to decarbonization, by relying on innovative solutions such as the flexitank – a system that transforms a standard container into a large flexible tank for transporting liquids – and by contributing to the development of new local expertise in energy logistics.

What was AGL’s key message at CEIF 2025?

The key message was the need for Africa to maximize the development of its energy and mineral resources as well as infrastructure to ensure inclusive growth and to further strengthen its role in the global energy landscape. Our ambition is to establish the logistics ecosystems needed to implement these energy projects, where cost and reliability of logistics are critical factors. In the field of renewables and solar energy alone, we are currently tracking over 200 projects across the continent.
